Web Browser (IE & Firefox)unable to connect to internet, but able to ping it

I was helped my friend troubleshoot her laptop. Her Accer laptop running on Win Vista. She complain her laptop fail to connect to internet.
I have check throw the connection, broadband connection functioning well. I try to ping www.google.com received replies from them. But both Internet Explorer and Firefox could not be browsed.

“The page cannot be displayed”

I think most of your see this message before when you try to browse net from your web browser. How to solve this problem?

Don’t Panic!! Please check your network setting or try to ping your gateway.

If the gateway give your response means that your ISP was down. To solve this problem, please call your ISP helpdesk to seed for help or try to check on your DNS setting. Most of the time, is your DNS down. Try to refresh it or change to other DNS address.

The Internet Explorer icon is missing from your desktop

The Internet Explorer icon might be missing after either you upgrade the Internet Explorer version to 7, or installed through Windows updates.When you try to use the Desktop Items dialog box in Windows XP or the Desktop Icon Settings dialog box in Windows Vista to add the Internet Explorer icon, there is no Internet Explorer check box.

To resolve the issue, follow these steps:

Click Start>Run Type regedit click ok

Navigate to the following registry key from left pane

[HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Explorer\HideDesktopIcons\NewStartPanel]

double-click {871C5380-42A0-1069-A2EA-08002B30309D} key (if exist)
